Free and Open Source Software (FOSS) is software which is developed by the global community of programmers. Essentially any programmer has access to the source code of an open source program, and is at liberty to fix bugs or implement new features. Because it is peer reviewed Open Source Software is often considered more secure than its closed source counterparts. In addition although the word free specifically refers to freedom as in free speech, FOSS is often zero-priced as well. Many fine programs such as Linux, Audacity, and Gimp are open source programs released under the GNU GPL.
The concept of Open community editing is not restricted to the software world. One noteworthy example is the Wiki, such as this library or the more famous Wikipedia, in which anybody is welcome and encouraged to make improvements in accordance with their ability.
